Rakeez Thabitah Contractor (RTC) has completed its work on Shuran Pathways, a public space developed by Madinah Region Municipality in the Shuran district of Madinah as part of its programme to improve public space and quality of life in the city. RTC delivered the scheme as main contractor under two separate contracts, both of which began on 8 December 2022: a southern Shuran package that corresponds to the project’s first phase, and a northern Shuran package that corresponds to the second.

What RTC built

Both contracts carry the same formal title, which translates as the development and rehabilitation of service pathways in the Shuran districts and schemes of Madinah. That is the contractual name of the project the municipality and the local press call Shuran Pathways. RTC’s scope covered the sidewalks, cycle tracks, pedestrian paths, planting and service-pathway development across the southern and northern zones.

Across its two phases the scheme now has a 2,375-metre cycle track, according to a Saudi Press Agency report of 22 January 2025. On 14 December 2025 the agency described it as an urban model that supports the humanisation of Madinah.

Phase one: southern Shuran

Madinah Region Municipality announced the completion of phase one on 30 June 2024. According to the Saudi Press Agency that day, the first phase covers more than 85,350 square metres and includes 1,650 metres of main walking paths, a 1,420-metre cycle track, 31,000 square metres of lawns, seven investment zones totalling 2,350 square metres, a sports pitch and vehicle parking.

RTC delivered this phase as the southern Shuran package under contract 43119, which ran from 8 December 2022 to 7 December 2024.

Phase two: northern Shuran

The municipality opened phase two on 7 January 2025 on a site of more than 75,000 square metres. Its announcement lists 22,000 square metres of lawns, a 1,092-metre cycle track, three investment zones, three children’s play areas covering 1,300 square metres, a 900-square-metre skate area, a 1,700-square-metre pitch, eight seating areas and 220 parking spaces, 15 of them reserved for people with disabilities, together with 1,750 trees and 5,900 shrubs.

RTC delivered this phase as the northern Shuran package under contract 43122, which ran from 8 December 2022 to 3 February 2025.

Why the scheme matters to Madinah

The municipality announced Shuran Pathways in March 2021 as a scheme to be developed with private-sector participation, and tied it from the outset to quality of life, the humanisation of Madinah, the return on municipal property and the removal of visual blight from residential districts. RTC’s part was the construction of both phases under direct contracts with the municipality.

The scheme runs through Shuran’s residential districts, with a promenade and cycle track along its length and lawns, courts and seating areas set beside them.

It is an honour for Rakeez Thabitah Contractor to add to Madinah a place where its people meet every day. We delivered Shuran Pathways with the care this city deserves, and as a contribution to the quality of life the Kingdom’s Vision calls for. Our thanks go to Madinah Region Municipality for its trust, and to everyone who worked on site until the project was complete.

Shuran Pathways is part of RTC’s work for Madinah Region Municipality in roads, streets and sidewalks and site development, alongside its contracts for the same client on stormwater drainage in the Hamra Al-Asad schemes and street-lighting operation and maintenance in Central Madinah. Details of the two contracts and the project’s photographs are published on the project page.
